Yes. StowLink for iPhone is free on the App Store. It works on its own and does not need a Mac license. If you use both apps, enable iCloud in StowLink on each device with the same Apple Account to keep one library.
Use the Share Sheet in Safari or other apps and choose StowLink. Captures are stored immediately, then imported when StowLink runs.
